Russia's propiska system originated in the Soviet Union as a mandatory residence registration system that tightly controlled where people could live and work. It restricted internal migration by requiring government permission to move, particularly to major cities such as Moscow and Leningrad. Although the Soviet-era propiska was formally abolished after 1991, it was largely replaced by a residence registration system that continues to influence access to public services and legal employment. Scholars view the modern system as less restrictive than its Soviet predecessor, but still an important mechanism through which the state regulates population movement and residency.
