The Public Distribution System (PDS) was North Korea's state-run rationing network, designed to provide food and basic goods while reinforcing the government's promise to care for every citizen. After decades of economic decline and the famine of the 1990s, the PDS largely collapsed, forcing many North Koreans to rely on informal markets (jangmadang) and black-market trade for survival. These growing market networks also became important channels for foreign goods and media, exposing many North Koreans to outside ideas for the first time.
